ITS Update: D2L, HRS service restored

Desire2Learn, HRS, and all systems affected by the outage at UW-Madison (including this Knowledge Base) were restored as of 4:00 a.m. today.

A Saturday power outage in Madison impacted the UW-System-hosted applications.
